BARNABAS KWAME YEBOAH

About: I am the current Head for Nursing and Midwifery at the Ministry of Health, Ghana I have over 19 years of experience working for government health and Christian Health institutions and in some cases private institutions in the areas of Public Health, clinical practice, Healthcare Administration; Continuous Quality Improvement and Patient Safety, Community Health Coordination; Maternal, Child Health & Nutrition; Nursing & Midwifery across the African continent. Throughout my professional careers, I have assisted, built and maintained professional relationships with various healthcare institutions and policy makers in Ghana at facility, district, regional, national and across the African sub-region and internationally. I have facilitated, directly led, coordinated or contributed to a number of policy documents and interventions at the level of the Ministry of Health notable among them are; a member of the Core Working Group and Task Team for the development of the National Health Policy, the coordinated and led the development of Nursing and Midwifery Strategic Plan (2019-2023); sub-task team leader for the contextualization of SGDs for health in Ghana; Decentralization of Ghana’s health system, core team member of the National Quality Strategy, Development of Training Manual and Curriculum for CHPS, and at the EWOWAS level helped to edit and validated the document on Community-based Health Interventions etc. I am a trained Quality Improvement Coach certified by Institute of Health Improvement (IHI). I currently coordinate the World Bank-MoH Credit Project for Improving Maternal, Child Health and Nutrition(MCHNP) in all the then ten regions in the country and so toured most of the districts and sub-districts in the country and having a better appreciation of the health system in Ghana. I serve as program Coordinator for Ministry of Health /UNFPA Country Program in Ghana; the focal person of the World Bank Maternal, Child Health and Nutrition Improvement Project(MCHNP), a member of KOICA CHPS+ Project Advisory Committee; Member of the Joint Consultative Committee of CHPS for Life (JICA) representing the Ministry of Health. Before being moved to the Ministry of Health Head Quarters, I worked as a Deputy Director for Nursing at the Regional Health Administration. I was the former Diocesan Director of Health Services for the Catholic Diocese of Techiman where I managed and supervised three district hospitals namely Holy Family Hospital, St. Theresa’s Hospital, Mathias Hospital and three health centres and a Nursing and Midwifery training College where I facilitated its establishment. I successfully supervised a 2-year USAID funded Project through Catholic Relief Services (CRS) dubbed SHARPER Project in the Catholic Diocese of Techiman for People Living with HIV and AIDS. During my tenure a s the Diocesan Health Service Director, Similarly, I initiated a strategic intervention for tracking high risk pregnant women in the Techiman Municipality which has led to a consistent reduction of Maternal Mortalities. As a member of professional associations such as the American Public Health Association (APHA), Chartered Management Institute-UK; Ghana Registered Nurses & Midwives Association; and the Society of HIV/AIDS-South Africa I subjected myself to best standards and practices across the globe as far as health systems, Primary Health Care and Public Health Leadership is concerned. As part of my professional career experiences I have attended several workshops and conferences in Qatar, Washington DC, Korea, Japan, Burkinafaso, Ivory Coast, Senegal, South Africa, etc.: The conferences include: International Symposium for Nursing Leaders at Doha-Qatar hosted by World Innovative Health Summit(WISH), Aspen AMP Public Health Leadership and Management Lab in Kigali-Rwanda; UNICEF WACO Conference on Neonatal Health in Senegal; World Bank Flagship course in Health System Strengthening and Healthcare Financing-Ghana; Project Management in Korea and Community Health , Life Course Approach in Japan and Africa Healthcare Management in South-Africa. I have also participated in several National Policy Dialogues as a panelist organized by the Ministry of Health and partners In 2014, I received a Certificate of Recognition by the Bishop of the Catholic Diocese of Techiman, Ghana for the role I played in the establishment of a Nursing and Midwifery Training College. My interest areas are in Maternal and Child Health, Quality Improvement, Community Health and Public Health Policy, Leadership and Management and Health System Strengthening and Healthcare Financing.
